• Initiatives to improve recruitment.

• Competitive compensation for Soldiers and Army Civilians.

• Top quality-of-life programs to strengthen Soldier and family resilience and maintain retention to enhance the Total Army. This includes health care, housing (and Tenant Bill of Rights), childcare, spouse employment, change-of-station moves, and education.

• Programs to ensure dignity and respect for all, and build effective, cohesive teams.

• 21st Century Talent Management and Army leadership programs

READINESS: TRAINED AND READY TO WIN

• Enact timely, adequate, predictable, and sustained funding for the Total Army to improve readiness.

MODERNIZATION: DECISIVE CAPABILITY TO WIN

• Increase momentum of modernization efforts to ensure Soldiers have overmatch.

• Enhance strategic readiness and power projection capabilities of the joint force through improving Army Prepositioned Stock (APS), strategic sealift, and strategic airlift.

DEFENSE INDUSTRIAL BASE AND ARMY INFRASTRUCTURE

• Modernize DoD support base and secure the defense supply chain to enhance readiness.

• Ensure access to materials critical to national security (e.g., medications, raw materials, and other resources) from secure sources.

• Strengthen cyber security.

• Support a healthy, resilient, and expandable defense industry and defense acquisition system.

"The Army is indispensable to preserving national security as a member of the joint force. We must provide the Total Army the resources and support it needs and deserves to achieve its mission."
